For a foreign owner who does not have and is not eligible for either, the current Form SS-4 instructions provide a separate path that may allow “foreign” or “N/A” in the responsible-party taxpayer identification field.

The IRS EIN application itself is free.

The current federal EIN process in 2026 uses the December 2025 revision of Form SS-4, so businesses applying in 2027 should confirm that they are using the latest IRS version before submitting a paper, fax, or international application.
